Nicola Borrelli, head of the film department at the Italian Ministry of Culture, has resigned after a scandal involving a production tax credit of about $1 million for an unproduced film, "Stelle della Notte." The credit was awarded in part to Charles Francis Kaufmann, an American citizen suspected of a double murder. Kaufmann, who maintains his innocence, is expected to be extradited to Italy soon. Following the scandal, Italy's culture minister announced stricter controls on the granting of tax credits.
